Zhuge isn't alone in its bet on high-end mobile games. Japan's GungHo Online Entertainment Inc., which created the megahit "Puzzle & Dragons," is preparing to release its own costly title called "Line: Disney Tsum Tsum." But with more than 2 billion players combined, both companies are hoping their games can attract enough fans to justify the expense.

Developing a top-tier mobile game typically costs between $1 million and $5 million, and requires dozens of engineers and artists, according to industry experts. That compares with just a handful of people needed for most mobile apps.

"It's getting harder and harder to make money on games," says Kenichiro Hatai, an analyst at Ace Research Institute in Tokyo. "But if you have something really good, people are still willing to pay up."

Zhuge was founded by Zhang Ye and his wife Wang Qian in 2013 after the two left their jobs at video game giant Activision Blizzard Inc.'s China unit. The company started out making social media apps but quickly pivoted into making games after seeing the success of titles like "Clash of Clans" and "Candy Crush Saga."
